The City of Lexington Board of Trustees for the City Employee Pension Fund met on October 27, 2026. Trustees approved the July 28 meeting minutes and ratified the transfer of estimated payroll for October–December 2026. First-quarter expenses were presented for information only. Investment advisers reported a total fund market value of approximately $42.49 million, including about $121,000 in third-quarter distributions, and reviewed portfolio performance, market conditions, asset allocation, and fees. The estimated annual fee shown was 50 basis points; advisers said sub-advisory fees are credited back to the fund.
After discussing several years of performance concerns, particularly in international equities, and the potential to reduce fees, the board voted to move the portfolio to passive management while retaining its existing targets. The motion was seconded and passed, with seven votes in favor and no opposition reported. Advisers noted that management could be customized by investment sleeve, but the board confirmed the motion applied to the entire plan. An action was identified to amend the investment policy language to require passive investments and proceed with implementation. Trustees also discussed the eventual dissolution and transfer of the fund when its remaining beneficiaries have been paid.
