The Virginia Beach School Board meeting on October 27, 2026, included budget and capital-project discussions, but no vote was taken on the proposed reversion-fund allocations. Staff reviewed a proposed transfer of $5.8 million from the School Reserve Special Revenue Fund: $2.8 million for the HCM payroll-system replacement and $3 million toward the City’s Princess Anne Athletic Complex cross-country course project. The board is scheduled to consider that proposal on November 10, with City Council consideration to follow. Staff also presented a proposed use of approximately $45.27 million in FY 2025–26 reversion funds and revenue-sharing reconciliation for the Capital Improvement Program, including $2 million in PayGo funding for the HCM replacement (preliminary project estimate approximately $22 million). Board members requested more information about eligible spending options and district needs before deciding. In closed session, the board discussed the Princess Anne High School CIP project’s final RFP status; no related public action or award was announced.
The board also considered an AP African American Studies course proposal, with an estimated initial instructional-materials cost of just over $71,000 and projected implementation costs of just under $84,000 over six years; the transcript does not show a vote on that proposal. Other discussion covered school performance results, legislative priorities, and proposed policy updates. Policy 717 was sent back to the Policy Review Committee for further review. No vendor selection or contract award was identified.
