Tumwater Planning Commission work session, October 27, 2026: The commission reviewed the proposed Economic Development element of the comprehensive plan, including support for local businesses, redevelopment of the former brewery sites, partnership with the Port of Olympia, placemaking, and housing and childcare affordability. Staff reported that legislative funding had been received to continue brewery-site planning and that a service-provider agreement with consultant Burke was being finalized. Staff also described business outreach and discussed possible future code and program changes, but no contract award or procurement approval was made during the meeting. The commission voted to schedule a public hearing for November 10; the transcript identifies the item inconsistently as Ordinance 02026-010 and 02026-012. The October 13 minutes were also approved unanimously.

The commission reviewed the draft 2027 planning work plan, including limited staffing (2.5 full-time-equivalent employees and recruitment for an associate planner), consultant-supported studies, code updates, and projects competing for staff capacity. Staff noted that the city has a grant for the habitat conservation plan consultant and reported that City Council had approved funds the prior week to purchase Puget Western land for a mitigation bank; the cost of future mitigation credits and their effect on capital project budgets remain undetermined. The commission also discussed the need to connect plans and goals with implementation resources. No additional spending or procurement motion was taken on the work plan.
