Pinal County Board of Supervisors regular meeting, October 28, 2026. The board approved the Purchasing Division report, including two contract awards: on-call HVAC, plumbing, and electrical services and supplies (SOQ 270432, to four vendors) and the San Manuel Community Center renovation (IFB 270627). The report also included four amendments for aggregate slurry and Portland cement (IFB 250529), amendments for Panel Airpark environmental/NEPA services (RFP 25430), two competition-impractical procurements and one sole-source procurement exceeding $100,000, two cooperative purchasing agreements between $100,000 and $250,000, and three cooperative purchase requisitions over $250,000. The meeting also approved unanimously an intergovernmental agreement and amendment transferring county sheriff’s vehicles to La Paz County. No vendor names or award amounts were stated for these actions.
The board heard updates on county infrastructure, including completion of a Hidden Valley wash/road bridge project reported as under budget and three months early, and completion of 32 towers supporting 5G connectivity for county and K–12 use. A fiscal year 2025 audit presentation identified $91,320 in fuel, car wash, tire, and furniture purchases made with fuel and purchasing cards without following county procedures, and recommended stronger controls. The audit also reported findings involving IT controls, payroll, financial reporting, and late submission of a federal single audit. Separately, the board adopted proposed air-quality rule amendments and approved a QuickTrip sign package; the latter approval concerned signage only, with site and traffic review to follow through later processes.
