Pittsburgh City Council post-agenda discussion on permit reform, October 28, 2026, reviewed the city’s effort to make permitting clearer and faster for residents, contractors, businesses, and developers. Officials reported median city processing time fell from 21 days to seven days—about 67% faster—across permit reviews. Phase-one changes include a permit tracker, coordinated departmental reviews, improved pre-application meetings, one-business-day processing for eligible easy permits, and a virtual-inspection pilot. The city reported 268 easy permits issued within the one-day target and 30 virtual inspections conducted. Council members discussed contractor licensing, permit fees, outreach, and access to help for residents who cannot readily use online services. Current residential permit fees were described as $5.50 per $1,000 of construction value, with a $130 minimum; commercial fees are $6 per $1,000, with a minimum in the $300 range.
Officials outlined next steps, including faster review triage, clearer fee information, a public permitting dashboard, further zoning-code changes, and potential expedited approvals for affordable housing. Council had passed two zoning-amendment packages the previous day, including changes to parking and transportation-demand requirements and targeted code simplifications. Pittsburgh was also selected for Bloomberg Philanthropies’ speedy-permitting cohort, which officials said could provide grant funding in the ballpark of several hundred thousand dollars to pilot technology and modernization strategies. No contract awards or purchasing decisions were identified at this meeting.
