Pittsburgh City Council Standing Committees meeting, October 28, 2026. The Finance and Law Committee gave affirmative recommendations to a group of capital-budget and ARPA amendments that shift funding sources among projects while keeping the affected projects whole, and direct about $170,000 in unspent ARPA balances to street paving. The amendments included changes to street-resurfacing and facility-improvement allocations across multiple budget years; the transcript also notes that roughly $100,000 in unspent food-justice grant funds was returned. The committee approved a $420 transfer from the City Clerk’s office budget to cover DPW overtime to move barriers for a 5K event. It also recommended a side-lot sale program bill, with discussion of a $1,500 purchase amount plus title-clearance and deed-transfer costs for eligible adjacent property owners.

The Public Works and Infrastructure Committee recommended a PennDOT grant agreement of up to $739,700 for the Northshore Overhead Lane Use Control Upgrade and Expansion, at no cost to the city; a Fort Pitt Park renovation grant of up to $500,000 matched by up to $500,000 in city capital funds; and a Riverfront Trail connectivity planning grant of up to $50,000 matched by up to $50,000 from the city. A railroad-crossing access agreement was held for four weeks. The Land Use and Economic Development Committee considered a proposed $124,000 agreement with Mid-Atlantic Solid Waste Consultants for soil-mill work under the Our Common Ground initiative, and recommended a $250,000 food-justice grant program for 2027; 42 eligible applicants had requested about $850,000, with awards supporting food distribution and site improvements. A proposed budget-timing charter measure was not advanced as presented and was to be introduced as a new bill. No procurement activity was identified in the remaining agenda items.
