The City of Upland Finance Committee met October 28, 2026, and the transcript also includes a City Planning Commission joint meeting with the Airport Land Use Committee that evening. Finance staff recommended revising the general fund reserve calculation to exclude noncash investment adjustments and the employee-benefits internal service fund, and adjusting prior reserve allocations that were overcommitted by just over $3 million. The committee supported forwarding the recommendation to the City Council; the $16 million economic-uncertainty reserve would remain unchanged, while proposed reductions included about $150,000 for the general plan update, nearly $500,000 for building maintenance, about $1 million for infrastructure improvements, $1.2 million for pension stabilization, and $150,000 for OPEB. The meeting also discussed Measure M, a proposed business-license-tax update estimated to generate $2.1 million annually if approved by voters; it was presented as a proposal, not adopted at this meeting.
Infrastructure and funding updates included the approximately $14 million Foothill Boulevard rehabilitation, covering roadway and utility work, and about $4.7 million in state earmarks for four projects, with a possible additional $1 million for a later Foothill phase. The city also said an all-in-one pothole repair truck was on order, but no purchase amount or approval vote was reported. No new contract award or bid approval was identified. In the Planning Commission portion, commissioners voted 7–0 to direct staff to return with a resolution revoking Conditional Use Permit 89-08 for Aces Corner Lounge and Grill; they also heard a presentation on a proposed 124-townhome project, with no decision on that project included in the transcript.
