The Intergovernmental Legislative Relations Committee met November 4, 2026, to hear state and federal legislative updates and review the City of Albuquerque’s funding priorities. State lobbyists discussed the upcoming legislative session, including an expected shift toward larger capital projects under the framework initiated by House Bill 247. The federal report covered upcoming appropriations and earmarks, surface transportation and FAA reauthorization, and a proposed funding provision for midsize transit-intensive cities. The city was reported to have received an $18 million transportation grant to restore the rail line around the south end of the airport. Council requests also included a law-enforcement target-range renovation, with $2.5 million previously requested for related training, and the next phase of the young-adult shelter project.
The committee voted to recommend the administration’s federal priorities to the full Council, with a 5–0 vote and one member excused. It also approved the Council’s district-organized federal priorities, allowing minor edits; members requested corrections to the shelter project’s district listing and name. The priorities include potential capital and operating funding for housing and homelessness, public safety, quality-of-life and economic-development projects, and gateway-system needs. Staff noted that the Council’s list includes existing and new requests, with estimated funding asks to help inform the congressional delegation; not all requests are expected to be submitted for congressional funding. No vendor selections, contract awards, or purchasing approvals were identified.
