The Encinitas City Council’s regular meeting on October 28, 2026, approved the final street list and striping plans for the FY 2026–27 pavement rehabilitation project and authorized staff to advertise construction bids. The base bid is estimated at $4.1 million and covers about 17.6 lane miles, with four additive alternates; staff will return after bids are received to recommend what can be funded within the available budget. The approval passed 4–1, with Bloor Drive removed from the project pending review of design options by the Mobility and Traffic Safety Commission. The city manager also announced a community input meeting for the Plato Place pedestrian improvements project, which is to use $1.8 million received from the Piraeus Point development. No contract or vendor award was made at this meeting.
Other major actions included unanimous adoption of an immediate temporary cap on mobile-home space-rent increases, with a matching regular ordinance introduced as a legal backstop; the council also directed staff to develop options for longer-term protections. On immigration enforcement, the council unanimously directed staff to research draft ordinances and pursue additional communication, reporting, and community-support measures. The council received and filed the Age Friendly Study and unanimously directed staff to research potential updates to local cottage-food provisions. No other procurement awards or purchasing decisions were identified.
