The Encinitas City Council held a special meeting on October 28, 2026, to receive an update and provide input on the draft 2026–2031 Homeless Action Plan. Staff said the plan was developed in-house, as directed by Council, with no additional consultant cost. The update described the City’s existing service contract with San Diego Rescue Mission (SDRM), which began in November 2025, and noted that a May 13, 2026 contract amendment added $25,000 from the advanced planning budget for faster prevention and diversion assistance. Staff also reported retaining more than $1.5 million in opioid settlement funds for long-term homeless services through FY 2038–39. No new contract award, budget allocation, or formal adoption vote occurred; the Council received the update and offered direction.

Public commenters and Council members urged staff to make the plan more concise and action-oriented, with clear responsibilities, deadlines, measurable outcomes, and accessible public reporting. Council input included clarifying and tracking the by-name list, adding monthly trend information, and including Sheriff and Fire call counts and response costs in quarterly reporting. Members also discussed prevention, safe parking, shelter access, treatment, and enforcement; the Mayor asked that the plan clearly reflect a treatment-first direction. Staff said it would revise the draft in response to the feedback.
