The City of Phoenix Community Services and Education Subcommittee met on October 28, 2026. The primary procurement-related update covered two RFP processes for disposition of 55 vacant city-owned infill lots in Council Districts 4 and 8. Recommended proposals could produce 371 affordable housing units. Identified recommended developers included Habitat for Humanity Central Arizona, Brenshore Development, and Penrose Development. The RFPs were released in December 2025 and proposals were due in April 2026; staff said they hoped to issue letters of intent this fall and bring recommended awards to Council for approval later in the winter. The item was informational only, with no award action or vote taken at this meeting.

Staff also reported that Phoenix’s Head Start Birth to Five program receives more than $45 million annually and delivers services through seven contracts with education providers. The subcommittee’s governing responsibilities include fiscal oversight, grant-application authorization, federal audits, and approval of major expenditures such as capital purchases over $10,000. Members discussed HUD funding for the coming year, but the allocation amount was not yet known. The subcommittee unanimously approved the September 23 minutes and approved consent items 2 and 3; no specific procurement award was identified among those actions.
