The October 28, 2026, Montebello City Council meeting included several procurement and funding matters. The council unanimously approved an agreement with OIO, Inc. (Item 10; the agenda correction cited a requested total of $79,954, with a $1 rounding discrepancy). The agreement’s revisions set limits on retention of citation and non-citation data and prohibit the vendor from using driver-facing camera data to train AI or machine-learning models. The council also unanimously approved Item 14, concerning asphalt work on Lincoln Street; staff said the work had been bid, agreement processing and coordination remained, and construction was hoped to begin within about a month. The Fire Chief reported that a CDBG-funded rescue squad vehicle had been delivered and would be outfitted before entering service, and that Station 58 was being pursued with $1.5 million in state funding and $750,000 through a county Measure B allocation. The city will pay for planned Lincoln Street-area hydrant work, to be performed by a contractor through a partnership with the San Gabriel Valley, with work expected to begin in 2027. The department also reported hiring Jacob Green and Associates for its three-year strategic plan; no cost was stated.
The council unanimously adopted Resolution 26-76 authorizing the city to apply for California’s Prohousing Designation. Staff said the designation could improve the city’s competitiveness for state funding—including affordable housing, infrastructure, homelessness, and transportation programs—but would not guarantee funding or change existing zoning authority; proposed policies would need implementation within two years if designated. The council also unanimously approved ordinances amending business-license modification, suspension, revocation, and appeal procedures. No dollar amounts were provided for the OIO agreement beyond the cited $79,954 request, or for the Lincoln Street asphalt work.
