The City of Banning’s 2026 State of the City address was held October 23, 2026, under the theme “Banning 2030: Designing a Future Today.” The mayor described the city’s response to financial and management problems identified by a Riverside County civil grand jury, including declaring a fiscal emergency, holding public budget workshops, and adopting a balanced budget on September 22. The city said its FY2025 audit is nearly complete, utility billing is current, and it plans to upgrade billing software by January 2027. The council also adopted a five-year electric rate plan to rebuild utility reserves. No contract awards, solicitations, or vendor selections were announced.
The address covered infrastructure and development projects, including the approximately $32 million Sun Lakes Boulevard Extension, funded through regional transportation funds; new wells and recycled-water facilities; planned wastewater plant upgrades; and ongoing electric-system improvements. The city also reported housing and commercial development underway, and described Sunset Crossroads measures U, V, and W—covering a proposed Northpointe project—as pending voter decisions on November 3; the proposal includes $16 million toward a fire station. The city plans quarterly public updates on strategic-plan projects. No procurement votes or spending-related motions were reported during the address.
