The Barnstable Zoning Board of Appeals held a public hearing on October 28, 2026, and considered a series of applications from CR Southwind LLC concerning the division of the existing Southwind Plaza property into six lots. The board approved a special-permit modification allowing the plaza’s existing lot coverage to be recognized at 64.2%, and approved a variance for a 21-space parking shortfall. The applicant said no physical changes were proposed; the subdivision was intended to make the plaza easier to manage, refinance, or sell in separate lots. The board also approved lot-specific variances for parking, lot coverage, and setbacks or buffer requirements, generally finding that the conditions predated the applicant and that the lot division created the nonconformities. Votes on the approvals were in favor; variance appeal 2026-029 was withdrawn without prejudice after the special permit was granted.

The board discussed how existing approvals and recorded plans would apply to future development of the individual lots, including the vacant lot, and approved the applications with conditions. No contracts, purchasing decisions, budget allocations, or other procurement activity were identified. The board also noted that meetings would remain remote while the elevator issue was unresolved and reviewed upcoming meeting dates.
