The City of Carmel Mayor’s Advisory Commission on Housing met October 29, 2026, to develop recommendations on housing types and zoning overlays. Commissioners discussed allowing house-scale triplexes and fourplexes, adding design standards for the Home Place overlay, exploring optional preapproved building plans, and permitting single- and two-family residential and potentially live-work uses in the Historic Range Line subarea of the Old Town overlay. Staff will refine the triplex, fourplex, and house-scale definitions. The commission also supported addressing a UDO minimum-width rule that can make duplex construction mathematically infeasible on some lots. These were discussion outcomes and staff direction, not formal votes on the proposed changes; commissioners plan to review and vote on recommendations at the November 19 meeting before sending them to the mayor and administration.

The commission deferred further recommendations on the Meridian Corridor (MC) district pending additional study and input, and noted that the North Augusta neighborhood may warrant housing discussion in 2027. Commissioners emphasized balancing housing choice with neighborhood context, design, affordability, and preservation. The only vote recorded was approval of the prior meeting’s minutes, with no opposition. No procurement, contract award, vendor selection, or spending action was identified.
