The City of Elgin Committee of the Whole and City Council met on October 28, 2026. The council approved the city’s 2027 employee and retiree health insurance renewal with Blue Cross Blue Shield of Illinois, voting 9–0. The negotiated premium increase was 10.5%, down from the insurer’s initial 20.69% proposal; UnitedHealthcare also submitted a bid, but it was deemed uncompetitive. The discussion referenced approximately $19 million in total plan expenditures and about $4.6 million for the employee and retiree portion. The renewal adds a $500 deductible to the Medicare plan, and staff discussed wellness efforts and options for managing costs.

The council also voted 9–0 to award a $33,735 job-order contract to Lorer Heating and Air Conditioning Company for boiler replacement at the Airlite Water Treatment Plant. It approved an agreement with Engineering Enterprises, Inc. to update the city’s state-required source water protection plan; a council member requested that public engagement be included in the process and that a table of remaining plan actions be shared with council. Separately, the council approved a conditional-use and related zoning request for a Seven Brew drive-through, 8–1, with discussion of traffic controls and the applicant’s commitment to fund Elgin Police traffic assistance when needed. No contract amount for the source-water plan or Seven Brew approval was stated.
