The Town of Southington Board of Finance met on October 28, 2026. Procurement discussions included the town’s insurance consultant: the current provider has no identified active contract, and fees have reached about $60,000, above the town’s $50,000 professional-services threshold. Staff said the town manager had directed an RFP; members discussed seeking proposals and comparing the current health plan with the state’s 2.0 plan, but took no vote on the RFP or plan change. A state representative and the Board of Education are to be invited for a future discussion. The town is also preparing a new gas and diesel bid with CROG ahead of the existing contract’s December expiration; members discussed hedging but made no decision. Sewer officials expected bids for PCB soil removal by the November meeting, with work involving relocation and encapsulation of affected soil at the treatment-plant property. Members also reviewed purchasing procedures, quote and bid thresholds, documentation, and use of existing state or federal bids for cooperative purchasing.
The board approved a grouped consent agenda of nine appropriations, including $90,543 in opioid settlement funds and a $6,000 document-preservation grant, as well as a $30,000 contingency transfer for HR labor-negotiation and grievance legal fees. It also approved department transfers of $6,936.08 and $10,966 for fire overtime and $1,500 for community-services storage. Members discussed a possible updated fire-service study, but no study or procurement action was approved. The board reviewed the town’s approximately $9 million unassigned fund balance and considered—but did not act on—raising its reserve policy above 11%; the discussion emphasized preserving reserves for emergencies, one-time opportunities, or debt repayment rather than ongoing operations.
