The Board of Alders Education Committee held a workshop on New Haven Public Schools’ facilities maintenance plan on October 28, 2026. District staff presented a proposed staffing restructuring with property managers assigned to groups of schools, expanded grounds work, trade and custodial roles, and a facilities asset manager to oversee major projects, contracts, and warranties. The proposed positions require funding approval before hiring; job descriptions are being developed, with hiring targeted for around January. Members discussed the plan’s estimated costs, performance measures, staffing levels, and the need for comparisons with other school districts. No funding or procurement vote was taken; the committee said it would consider a recommendation to the full Board and requested a written response to its prior letter and information on peer districts and successful facilities-management models.
Procurement and capital-project discussions included a newly bid pest-management contract with CT Pest, which staff said is underway, and an existing remediation contract with TERS/TRS (name unclear in transcript), whose bid evaluation a member urged staff to scrutinize in future cycles. Staff described ongoing roof and HVAC projects, construction documents being prepared by Silva Petrocelli for a future roof bid, and exploring use of a state contract to expedite contractor selection. The district is also pursuing DAS funding for HVAC projects, which requires a local match of about 22.7% and formal alder approval; staff said professional cost estimates are needed before applications can be submitted. Quarterly air-quality surveillance was in the contracting phase. No contract award amounts were specified.
