Bryant City Council held a workshop on the draft 2027 budget on October 27, 2026. Staff said a revised budget would be presented in November, with a final version planned for a December vote; no budget or procurement votes were taken at this workshop. The council requested a breakdown of professional-services increases, which total about $843,000, and clarification of intergovernmental transfers, reserve requirements, and some budget-book figures. Police costs include a minimum annual contribution of about $128,000 for the consolidated 911 center. Planning and code enforcement budget items include $45,000 for electrical inspections, vehicle decals and lights, and new computers and CAD software; staff said bringing electrical inspections in-house had previously been considered but could require a qualified full-time inspector. Funding for architectural outreach was deferred from 2027 to 2028 due to budget constraints. Proposed pay-step and cost-of-living adjustments were also discussed.
Parks staff clarified that the $200,000 for Plum Park and the $20 million water park shown in the long-range master plan are not funded or included as substantial investments in the 2027 budget request. The capital items discussed included field lighting at Alcoa 40 Park and a separate $200,000 project for which the city had received an 80% grant, leaving an estimated $40,000 city share; the transcript does not clearly identify that project. Staff also described proceeds from surplus equipment and vehicle sales, including $20,425 for Engine 12 and $9,600 for a Ram truck, with proceeds intended for building renovations and six additional cubicles. A resident urged the council to prioritize road, fire-hydrant, and other safety infrastructure over park development. No contract awards or bid approvals were identified.
