The Bountiful City Council held a work session on October 27, 2026, with Animal Care of Davis County staff presenting on shelter operations and services. The main capital-project update was that the county had signed the guaranteed maximum price for a new animal shelter; groundbreaking is planned for November 4, with construction expected to begin in January and take approximately 18–20 months. The existing shelter will remain operational during construction. No project cost, contractor name, contract number, or council vote was stated. The director also said she had asked the commission to include a part-time FTE for community support in the next year’s budget; no approval was reported.
The presentation covered adoptions, owner surrenders, animal control, volunteer and foster programs, community-cat services, emergency planning, and Bountiful-specific service data and park-signage recommendations. Staff discussed a planned shelter evacuation exercise and coordination on lost-pet information and community outreach. The shelter reported receiving six animals displaced by flooding; a Best Friends stipend covers the intake, so there is no cost to Davis County taxpayers. No other procurement decisions or spending actions were identified.
