The Norwalk Harbor Management Commission met on October 28, 2026. Public commenter Linell Jones questioned whether the Connecticut Port Authority SHIP grant-funded concrete dock at Veterans Park and associated dredging had received the Harbor and Shellfish Commission reviews required by the Harbor Management Plan. Jones also questioned whether the dock was competitively bid, its cost, and compliance with grant and city procedures, and requested an audit; these were public allegations, not findings made by the commission. The commission did not take action on the dock concerns during this meeting. Separately, the chair agreed to follow up on an Edwards Marine claim of unpaid dock and mooring work: discussion referenced an $8,500 estimate and a $9,000 purchase order, with invoices to be resubmitted for review. No payment or contract award was approved at the meeting.
The commission discussed coordinating dredging projects with the Connecticut Port Authority and potentially combining work to improve cost-effectiveness; follow-up with the Port Authority and on a city grant request was planned. It also voted that zoning text amendment 2026-70R, which would allow limited retail uses in the marine commercial district, was inconsistent with the Harbor Management Plan because of concerns about pressure on water-dependent and marine uses; staff said the commission’s position would be conveyed to Planning and Zoning. A separate house-raising and pool proposal at 7 Twilight Place was found consistent with the plan, subject to construction erosion-control practices. The commission also approved the prior meeting minutes and its meeting schedule.
