The Norwalk Parking Authority’s October 28, 2026 meeting included updates on the Haviland parking deck, finances, and the residential parking program. The Haviland project was reported as approximately 85% complete, with custom lighting still to be installed. Staff discussed a possible delivery/loading space at the deck to reduce double-parking on Washington Street; it could use a conventional parking space, and no decision was made. The September financial report showed revenue above budget and expenses 1.4% below budget. Budgeted security-camera upgrades were deferred, and a planned vehicle purchase was delayed after the previously considered dealership, Ford McMahon, moved; staff are exploring other vendors. No contract awards or procurement votes were reported.
The first public-comment period for the residential parking program has concluded, and a public hearing is scheduled for November 18, when staff expect to present recommendations and possible revisions. A prospective operator withdrew from the South Norwalk Railroad Station retail-space review; the Authority’s agent is showing the space to other interested parties, while staff noted that an educational entity may have first refusal if the space is used for vending. Public commenters raised concerns about parking-machine pricing information and outreach and transparency for the residential parking program. The prior meeting minutes were tabled until November because there was not a quorum to approve them; the meeting adjourned without other recorded spending actions.
