🚨 Public Safety Emergency Response

The City of San Clemente Community Safety and Welfare Committee met on October 27, 2026. The committee reviewed the recent Norte fire response, with fire and sheriff representatives crediting advance planning, mutual-aid coordination, evacuation zones and rapid deployment of air resources. They discussed traffic congestion during evacuations and said it would be addressed in an after-action report. Fire staff offered to help arrange CPR classes. Public safety updates also covered lifeguard activity, heavy lobster-season pier use and the transition of park ranger staffing to full-time positions, including two recent hires. The committee approved the September 18 minutes. A discussion of ranger shirts referenced an existing budget and a $2,000 commitment from the Friends group, with an invoice to be submitted; no contract award or formal purchasing decision was reported.

The committee continued work on holiday public safety enforcement, including crowd-control concerns at beach areas and office-chair races, potential balloon and projectile restrictions, and a possible holiday safety enhancement zone. Members discussed researching year-round balloon restrictions, including environmental impacts, and reviewing disturbance-response fees; staff will work with a subcommittee and return with options in December, with a goal of developing draft ordinance updates by February. A fireworks-prohibition ordinance had been introduced and was expected to receive a second reading in November. Staff also noted that the City would likely align its procedures with state requirements under Senate Bill 580 concerning local law enforcement interactions with federal law enforcement. No procurement activity was identified beyond the shirt-budget discussion.
