The City of San Bruno City Council held special and regular meetings on October 27, 2026. At the special-meeting study session, staff presented a proposed risk-management governance framework for a future council policy and administrative procedures; no policy was adopted. Staff described the city’s approximately $2.6 million in annual risk-management premiums, $100,000 city retention per claim, and coverage of up to $30 million per claim through its JPA. Council discussion emphasized proportional insurance requirements, consistent practices, and better advance communication with community groups and contractors—considerations that may affect future contracting and facility-use arrangements.

At the regular meeting, the council unanimously adopted the sewer master plan update, which recommends future capital improvements but does not itself approve individual projects or set rates. Staff reported about $50 million in sewer improvements completed or underway since the previous plan. The consent calendar was also approved unanimously, including authorization for the city manager to negotiate the on-call Clear Path sidewalk project contract after prior bidding did not produce a responsive bid. The potential contract amount was discussed as up to approximately $1.38 million; a council member raised concerns about pricing and the lack of a further approval vote, while staff cited cost-recovery deadlines. The council also unanimously adopted updates to its policies and procedures, with additional work on council communications and labor-negotiation information to return later.
