Leavenworth County, Kansas Board of County Commissioners meeting, October 28, 2026. The board discussed Resolution 2026-23 and county road dust-abatement programs. Staff proposed requiring property owners receiving privately funded dust treatment to apply so the county can track and mark treated road segments; the resolution will be revised to include that application requirement and brought back for adoption. Commissioners also considered whether to reinstate the property-owner-funded paving/dust-abatement program for 2027. Staff recommended suspending it to focus county crews on road maintenance, noting that contractor delivery would require advance planning and bidding and could cost substantially more; no final reinstatement decision was recorded. The board approved a $10,000 2026 Edward J. Byrne grant for technology-driven projects, shared with Leavenworth Police Department. Health staff also reported a prospective, fully grant-funded $265,000 opioid-prevention award, and EMS said it is reviewing new billing software and planning future ambulance replacements.

The meeting also addressed public participation and the proposed Blue Stem hyperscale data center. Following discussion of a possible advisory vote, including an estimated cost of about $60,000, the board voted 3–2 to direct staff to prepare a proposal for a countywide advisory-only vote; this did not commit the county to holding the vote. Other actions included moving the Veterans Day week meeting to November 10 and approving a final plat for a 61-acre, 21-lot subdivision. No vendor contract award or competitive bid approval was identified.
