Valencia County Planning and Zoning Commission meeting, October 27, 2026. The commission approved the agenda and considered One Energy Renewables’ request for a solar field overlay zone (2026-099) on a roughly 20-acre parcel in District 3, with about 17 acres proposed for a community solar facility of up to 3 MW. The applicant described a potential 2028 construction start, a four-to-six-month construction period, and a project life of about 35 years; the project remains subject to state community-solar capacity selection and further county reviews. After public questions and comment on drainage, noise, roads, fencing, and decommissioning, the commission unanimously approved the request with a condition that the fence use steel posts rather than wooden posts. County staff said stormwater plans would be reviewed during site-design review and a decommissioning bond must be in place before development.

The commission tabled approval of the September 2026 minutes so the record could be amended to include discussion between votes. It also tabled a conditional-use request for a temporary secondary dwelling for a family caregiving arrangement, pending legal clarification of the applicable ordinance; staff said the matter would return next month. Staff reported no new requests had gone before the Board of County Commissioners for this reporting period and previewed a November 4 Community Development department update. No procurement activity, contract awards, or purchasing decisions were identified.
