The City of New Bern Board of Adjustment held a quasi-judicial meeting on October 22, 2026, and unanimously approved special use permit application SUP-003702-2026 for Pause of War Eastern North Carolina, operated by O’Brien Family Wellness Inc. The proposal is for an indoor and outdoor dog-training facility, with no boarding, on a 3.87-acre property at 1100 Pine Tree Drive in the C-5 commercial district. The nonprofit said it trains dogs with veterans, active military personnel, and first responders at no charge. The applicant’s representatives described landscaping and existing tree buffers, fencing, stormwater measures, and use of an existing driveway easement; an appraiser testified that the use was not expected to negatively affect the surrounding properties.
The Board voted in favor of the required findings, including that the application was complete, the proposed use complied with ordinance requirements, and it would not endanger public safety, harm neighboring property values, or conflict with the area’s character and city development plan. No contracts, purchases, budget allocations, or other procurement activity were identified.
