The Mountain House City Council meeting of October 28, 2026, included a procurement-related action on the neighborhood street-tree replacement pilot. By a 4–1 vote, the council authorized Amendment No. 3 to the city’s agreement with West Coast Arborist, Inc., for $350,000 and approved a 50/50 city-resident cost-sharing pilot covering up to 100 trees through June 30, 2027. The funding was already appropriated, with no additional General Fund request. Staff said the program would use existing contract pricing and would not require a separate procurement; property-owner contributions are due before work is scheduled. Staff also reported that a separate sidewalk repair and replacement project covering about 200 locations is being prepared for construction bids in November. The city manager noted that utility bonds were expected to be sold the following week, while tennis and construction-management agreements may return at later meetings.
The council also received updates on winter-storm readiness and water-system risks from invasive golden mussels. Staff described plans for a treatment pilot using an NSF-certified chemical and said an asset-access agreement and related approvals were still being worked on; the update was received as information, with no contract award or spending vote identified. A legislative-session briefing noted changes affecting local fleets and contractors, including an extension of the advanced-clean-fleet compliance deadline to 2030 and an emergency-response vehicle exemption. A public speaker separately described outside educational-institution investments in Mountain House; these were not city purchasing decisions.
