The City of Green Bay Finance Committee met on October 27, 2026, to review the city’s priority-based budgeting analysis for the 2026 budget. A Tyler Technologies representative described how the analysis organizes spending by program and service, rather than only by department and line item, and evaluates programs against city priorities and other attributes. The review covered 385 programs and approximately $294 million of the approximately $328 million budget. Departments had reviewed 499 potential improvement ideas; 50 were identified for further consideration, with feasibility and possible financial effects to be assessed over the coming budget cycle. The analysis is intended to inform future budget and strategic-planning decisions, not to measure program performance or determine cuts automatically.

Committee members discussed how to interpret program ratings—including the low alignment rating for affordable housing assistance—and emphasized the need to consider what the scores mean in context. Staff noted that any savings or changes would likely require longer-term evaluation and implementation. The committee approved the agenda and minutes and voted to adjourn. No contract award, solicitation, vendor selection, purchasing approval, or procurement-related spending action was identified.
