The Brockton City Council Accounts Committee met on October 27, 2026, to review the city’s finances. The city auditor and interim CFO outlined depleted reserves, a projected structural gap for FY2028, and an $18.184 million transfer expected to come before the council the following week; the transfer had not yet been voted on at this meeting. Proposed uses include covering approximately $3.8 million in CARES Act deficits, $4.8 million in school transportation costs, $450,000 in snow-and-ice costs, $2 million for a fixed charge under the water desalination contract, $2.7 million in law-department obligations, and $150,000 for mailroom costs. Officials said the transfer is needed to address prior-year deficits and support setting the tax rate, while warning that reserves will be effectively exhausted and FY2028 will require difficult budget choices. No contract award or new purchase was approved.

Members discussed recurring school transportation overspending and possible cost reductions, including use of circuit-breaker reimbursements, transportation modeling software, and a possible independent consultant study; no consultant procurement was authorized. The interim CFO also said the city would not budget speculative revenue from a possible police-building sale. The committee unanimously asked the city clerk to seek legislative counsel’s written advice on the council’s authority regarding payments alleged to be unlawful or improper, including whether such payments can be flagged before processing. Outstanding issues and warrants were deferred to a future meeting.
