The City of Waco Plan Commission met October 27, 2026, to consider zoning, land-use, and special-permit matters. In case Z-26-32, commissioners voted to recommend approval of The Pines at Waco planned unit development with 48 dwelling units, amending staff’s recommended condition limiting it to 36; other staff conditions remained. Discussion addressed density, neighborhood fit, parking, and traffic. Staff noted that Spiegelville Road widening and pedestrian improvements are part of an existing capital improvement project, but no procurement or spending decision was made. The commission also recommended approval of a transitional shelter special permit for New Chapter, capped at 34 adults, and renewal of Senecor Foundation’s permit for up to 60 adults through November 2031. Case Z-26-46 rezoning and land-use changes were recommended for approval, as were City-requested land-use and zoning changes in case Z-26-31; one commissioner opposed each of those two actions. Case Z-26-45 was withdrawn.
The commission continued a proposed zoning-ordinance amendment defining coffee shop cafes and allowing limited on-premises alcohol sales to its December meeting for further review. The amendment would establish permitted zoning districts and a 25% quarterly gross-revenue limit on alcohol sales. No contracts, vendor selections, bids, or procurement awards were identified.
