The Truckee Town Council meeting of October 27, 2026 included two procurement- and funding-related actions. The council unanimously approved guidelines for a residential heat-pump rebate program, directing staff to use the full $70,000 FY 2026–27 budget in CIP 2611 across the heat-pump rebates and the existing TDPUD weatherization rebate partnership, with flexibility to allocate funds between them. The approved program provides rebates of up to $3,000 for a dual-fuel system or $4,000 for full heating-system electrification, with additional support for duct testing and mitigation. The council also approved the online application tool costs; staff described an annual cost of $20,000 for the Resolve platform, which is intended to streamline applications and support multiple rebate programs. In a separate consent item, the council unanimously approved the public-safety dispatch service agreement with a correction clarifying its end date as June 30, 2031.

The council received an update on procurement planning for the next solid-waste collection franchise agreement, expected to replace the current agreement by the end of June 2028. No vendor was selected and no RFP was approved at this meeting; staff will draft the agreement and RFP, return to council for review, and aim to issue the RFP in spring 2027. Discussion focused on service options, customer protections, transparent menu pricing, rate-adjustment limits, performance measures, and affordability. Council members supported exploring a provision that could allow third-party collection of compost or other materials not currently diverted by the franchise system. Recology’s proposed assignment of the existing agreement remains a separate matter expected to return to council later. The council also directed staff to return with an ordinance enabling a two-year budget adoption process.
