The Lowell Board of Parks met on October 28, 2026. No contracts, bids, purchases, or other procurement actions were identified. The board granted temporary approval for a proposed permanent free community pantry at Shedd Park, contingent on review by the Health, Law, and Police departments and consultation with Project Compass. It approved a $150 credit for a canceled Shedd Park date, waived the fee for a canceled November bike race, and approved a Lowell High School bake sale at the pavilion on November 8 with no fee because no custodian was scheduled. The board also discussed a possible conversion of Finn Field to a multipurpose baseball/softball field, but deferred questions and consideration until January; no project or funding decision was made.
Members discussed permit requests that go unused and the challenges of the current reservation system, including whether to revisit remote participation. No changes to permitting policy were adopted; the Zoom discussion may return to the January agenda. The board reviewed outstanding park-use fees, noting some would be resolved or adjusted, and adjourned after confirming there would be no meetings in November or December.
