The October 28, 2026, Saint Paul City Council meeting included several procurement- and budget-adjacent items, but no new contract awards or bid approvals. The Council adopted, 6–0, a resolution accepting $22,000 in donations from the Saint Paul Police Foundation for honor guard volunteer recognition and the 2027 Women’s Leadership Conference, and approved a separate Metropolitan Council grant for the benefit of The Aragon at 470 White Bear Avenue. A first-reading ordinance would create a mobile-sauna license for park property, with a proposed $106 fee; it was laid over for a public hearing. Another first-reading ordinance proposed January 1, 2027, base garbage-service rates and operational changes for the city’s coordinated collection program, including a 3.5% collection-cost increase and estimated bill increases of just under 5% to about 7.5%, depending on cart size. FCC was identified as the contracted hauler.

The Council also heard a first reading of an ordinance allowing the federal residential carpenter prevailing-wage rate—currently about 15% below the commercial rate—on qualifying city- or HRA-financed wood-frame residential projects of up to six stories when the city or HRA is the only public funder; the public hearing was scheduled for the following week. These proposed ordinances were not finally adopted at this meeting. Other major business included approval of a sound-level variance for the Salvation Army’s downtown Tree of Lights event and denial, 5–1, of an appeal concerning a proposed residential development. No new procurement contract or vendor selection was identified.
