The board and public discussed the Bayview boat launch and county negotiations with Lakes Highway District over a longer-term lease and maintenance responsibilities. Commissioners said the county’s proposed arrangement sought ADA-related improvements and an agreement on bike-path seal coating; the district’s representative said it was willing to discuss support and take responsibility for the restrooms, but questioned the cost and scope of the ADA work and opposed including bike-path work in the launch lease. Commissioners cited prior payments of $25,000 annually for ten years to maintain Bayview and two other launches, describing that arrangement as unsustainable. Residents emphasized public access, safety, and continued maintenance. No lease or spending decision was approved; the parties’ positions and possible further negotiations were discussed.

The board also reviewed the proposed Hayden law-enforcement contract. Staff estimated that five deputies at 40% overhead would cost about $1.2 million, leaving an approximately $257,000 shortfall if Hayden paid $1 million; a reduction to 30% overhead for the initial term was raised as a possible negotiating position, with a potential increase to 35% later. No contract was awarded or vote taken, and further discussions with Hayden were planned. Emergency Management reported tentative windstorm recovery estimates of about $150,000 for debris removal (with a 75% federal share, or roughly $112,000, plus a possible state share), $15,000 for county-property impacts, and slightly more than $6,000 for administrative costs; submissions remained subject to review, and a resolution to update the applicant-agent designation was expected to return to the board.
