The City of Franklin Board of Mayor and Aldermen held a work session on October 27, 2026. No spending or procurement awards were approved during the session; several items were discussed ahead of later public hearings or votes. The board reviewed sewer CCTV inspection fee proposals tied to state law, with implementation targeted for January 1, 2027: a $100 mobilization charge plus $3.61 per linear foot for City inspections, or $1 per linear foot for City review of third-party footage. Reinspections or additional reviews would cost 50% of the initial fee. Staff said the charges would shift inspection costs from utility ratepayers to the development receiving the service, and noted a possible future CCTV truck replacement cost of about $515,000. The related ordinance and revised technical specifications were scheduled for three readings, ending December 8.

The board also reviewed alternatives for widening Franklin Road (State Route 6/US 31) from Mack Hatcher Parkway to Mallory Station Road. Estimates ranged from about $14 million for a three-lane option to $22 million for an enhanced option; staff also described the full five-lane solution as approximately $30 million, requiring more right-of-way acquisitions. Construction was estimated to begin around 2031 for the lower-cost option or 2033 for the enhanced option; the board requested more time to review alternatives, and staff agreed to bring the matter back with potential grant opportunities. Other policy and development items included zoning amendments proposing a 2,640-foot data-center buffer from residential lots and changes to gas-station roof and shipping-container rules; an energy-code amendment intended to align with state requirements and reduce costs for certain projects; and presentation of a historic-preservation plan by consultant Lakota Group. No votes were taken on these items at the work session.
