The Franklin, Tennessee Board of Mayor and Aldermen met on October 27, 2026. The main procurement- and budget-related action was unanimous approval, following a public hearing, of Ordinance 2026-26, the first FY 2026–27 budget amendment. The amendment carries forward delayed purchases and project costs and reallocates funding: $129,000 for a sanitation commercial fleet vehicle; $659,350 in the city facilities tax fund, largely for a materials handler and three police cruisers; $231,988 in remaining American Rescue Plan funds for Cool Springs Conference Center renovations; and a $2.8 million increase in the Water Management Fund, including nearly $1.7 million for ongoing capital improvement projects, $806,000 for vehicles and equipment, and $320,000 for water and wastewater treatment chemicals. It also includes $926,000 for engineering services with Alliance to evaluate further system repairs and replacements, plus $325,794 for completion of Ewingville repairs. Other carryovers included $25,000 for billing software and $21,750 for HR director recruitment. No new contract award was made; the Alliance engineering work had already been approved.

The board also approved amendments to the e-bike and play-vehicle ordinance, adding an exception allowing e-bikes on sidewalks where otherwise signed; that amendment passed 7–1, and the ordinance as amended passed unanimously. An ordinance setting standards for enforcement of traffic citations involving autonomous vehicles passed unanimously. A zoning-text update was approved for a November 24 public hearing, with a provision on parking-structure height removed for further study. The board unanimously referred the resolution declaring Looney Alley surplus property to the first meeting in January 2027. No vendor selection or new procurement award was identified.
