The City of Reading Planning Commission met on October 27, 2026. The Commission approved the revised final land development plan for the 601/630 South 9th Street parking-area project (SALDO 25020001), conditioned on resolving review-letter and zoning issues. The applicant also agreed to replenish a negative escrow balance and coordinate with the City before completing East Laurel Street curb and pavement work. The Commission authorized the chair to execute the municipal improvements and stormwater management agreements. It also approved a minor subdivision plan for 431–443 Penn Street and reaffirmed the Reading Housing Authority’s Oak Brook Daycare parking plan so it can be recorded. No contract awards, vendor selections, or specific contract amounts were reported.
The Commission reviewed, without taking approval action, sketch plans for Cherry Street Plaza—a proposed commercial and 24-apartment development with revised on-street angled parking—and Riverside Elementary School, a proposed 58,886-square-foot replacement school with a two-level parking facility of about 156 spaces. Staff and the applicants identified further planning, zoning, traffic, stormwater, and historic-preservation review needs. The Commission also authorized staff to prepare letters of support to relevant agencies for funding and approval of Hampton Boulevard traffic-calming measures recommended by McCormick Taylor Engineers. Staff reported that the data center zoning ordinance was under county review, with Commission consideration anticipated in November and later action by City Council.
