BCPS Overlea High School Capacity Relief Boundary Study Meeting 2 was held October 22, 2026, with BCPS-TV. Staff presented two draft boundary options developed from prior feedback. Option 3 would move planning blocks from Overlea to Parkville and from Parkville to Lock Raven, providing about 331 seats of relief at Overlea and projected utilization of roughly 111% at Overlea, 98% at Lock Raven, and 93% at Parkville. Option 4 would provide about 329 seats of relief at Overlea and affect approximately 698 students; participants raised concerns about capacity at receiving schools. The studyโ€™s stated target was at least 200โ€“250 seats of relief for Overlea, while considering receiving-school capacity, neighborhood continuity, feeder patterns, diversity, and transportation. No contract awards, bids, purchasing decisions, or procurement votes were identified.

Participants also discussed special-permission eligibility, magnet and CTE placements, and transportation for students attending Solers Point programs. Staff said a replacement facility for Overlea has been approved to provide capacity relief for Overlea and potentially Perry Hall and Kenwood; construction is several years away, and enrollment will be reassessed as planning proceeds. This was discussed as future facilities planning, not as a procurement action. Staff will use the feedback to develop additional options for the next meeting, scheduled for November 4, 2026, before selecting options for public information sessions.
