The City of Titusville City Council held a special recognitions and presentations meeting on October 27, 2026. Geocentech Consultants presented the city’s flood vulnerability assessment, funded through a Resilient Florida planning grant; the grant amount was transcribed as “$135,” with the precise amount unclear. The assessment modeled rainfall, storm-surge, and other flooding risks through 2080 and identified vulnerable assets including lift stations, the water reclamation facility, police and fire facilities, the marina, and parks. The completed report was submitted for state review. The assessment can help the city seek future Resilient Florida grants for eligible capital and stormwater projects, and staff plan to align it with the county mitigation strategy and prepare an adaptation plan. No contract award, spending approval, or other formal action was requested. A resident separately alleged that a prior dam study cost more than $70,000; this was public comment, not a council procurement decision.

The sustainability coordinator presented data on the city’s voluntary low-impact development (LID) regulations, adopted in 2021, and discussed reviewing the ordinance to make it clearer and streamline review times while improving incentives for developers. Council members discussed parking flexibility and other potential incentives; no ordinance changes or other action were approved. Public comments also addressed downtown revitalization and Main Street Titusville governance. The meeting concluded with a motion to adjourn.
