The Greer City Council’s regular meeting on October 27, 2026, included a September financial performance report and discussion of development-related infrastructure. Staff said HDR had been selected as an on-call transportation consultant and was in contract negotiations with procurement; the consultant is expected to help scope and review traffic impact studies and development plans. Staff also noted that the City is project-managing a Safe Streets for All project supported by a grant. No consultant award or other procurement approval was recorded. Council approved Ordinance 35-2026 on second and final reading by a 5–1 vote, advancing annexation and initial zoning for property proposed for a residential development of roughly 63–65 lots, with a maximum of 70. Members discussed traffic-study review, road widening, and the need for stronger traffic-engineering capacity as Greer grows.
Other business included a financial update, a report that 12 of 15 identified smoke and vape shops were in compliance with sign requirements, and notice of upcoming Council sessions on the Flock camera system; no action on the cameras was taken. A petitioner raised concerns about a closed bridge, traffic safety, and the City’s capital-project financing, but those comments did not result in a spending decision. No contract awards, bids, or new capital allocations were approved at the meeting.
