At its October 27, 2026 meeting, the City of Las Cruces Planning and Zoning Commission approved the Arroyo at Settler’s Pass phases 3–5 zoning map amendment, master development plan, and phase 3 preliminary plat. The proposal covers a 55.08-acre master plan for single-family housing, with the first plat covering 17.058 acres and 72 lots; it also includes city-dedicated drainage facilities and utility tracts. Commissioners discussed roadway access and future connections. Public Works reported $4 million in funding set aside or received for Angler Road improvements, while phase one is estimated at about $10 million; the project is phased and construction timing depends on additional funding. Staff also said NMDOT had bid out its interchange project and was looking to award it soon. No City of Las Cruces contract award or purchasing decision was identified.

The Commission recommended approval of proposed land-use-code changes to chapters 34–36, excluding a proposed increase in minimum lot width from 20 to 28 feet. The amendments include infill redevelopment incentives, such as waiving public-safety impact fees for eligible projects for up to five years, limiting park impact fees to $500 per unit for that period, and reducing and deferring certain landscaping requirements. Changes to chapters 37–38—including subdivision acceptance and substantial-completion provisions, drainage and retaining-wall requirements, and park regulations—were tabled to December 15 for further discussion. These code amendments may affect future development costs and opportunities; the transcript does not identify any procurement awards or bids approved by the Commission.
