The board approved the consent agenda, including a $500,000 grant agreement with the San Diego African American Museum of Fine Arts for the Black Arts and Culture District, a competitive solicitation for the Sheriff’s automated biometric identification system, and authorization to advertise and award a construction contract for the Saturn Boulevard Pipe Extension Project. The board also approved a $336,000 grant for a Vista school resource officer and a California Department of Industrial Relations workers’ rights enforcement grant; Supervisor Desmond voted no on the latter. Supervisors discussed selling two county parcels totaling about 11.7 acres and approved a County Council employment-agreement amendment adjusting relocation reimbursement.

The board unanimously approved reforms to the County Medical Services program, including removing property liens, credit checks, and reimbursement agreements, and simplifying enrollment; Supervisor Desmond voted no. It also unanimously authorized a 12-month, up-to-$20.4 million Safety Net Bridge pilot for primary care, prescriptions, community health fairs, and benefits navigation. The pilot includes competitive solicitations for primary-care providers and community health worker services.
