The Stockton City Council meeting on October 27, 2026, considered several infrastructure, funding, and oversight items. The council unanimously authorized acceptance of a donated 2.01-acre parcel at 7306 Shoreline Drive from Verona Office Plaza LLC for law-enforcement purposes; Stockton Police Department described potential uses including mounted-unit training and community engagement, with future development and funding decisions to come. The council also adopted the ADA self-evaluation and transition plan, which identifies accessibility barriers and prioritizes improvements over time, and adopted the 2026 Transportation Master Plan. That plan lists 65 projects estimated at $2.4 billion, including 39 projects totaling $1.5 billion anticipated by 2040; an estimated $546 million attributable to new growth will inform a future transportation impact-fee update. Both plans passed unanimously. The council also approved resolutions of intention to form a community facilities district for the Trevinier West development—756 planned homes—with up to $100 million in bonded indebtedness; the developer’s $39,500 deposit covers formation costs, and a public hearing is scheduled for December 8, 2026. The proposed special tax would escalate by 2% annually and end no later than fiscal year 2068–69.
The council continued a proposal to increase Civil Service Commission meeting payments from $25 to $150 per meeting, directing staff to return with a comprehensive review of compensation and caps across commissions. On approximately $10.5 million in previously approved budget appropriations proposed for carry-forward, the council directed staff to return with a revised recommendation that includes $1 million for police-substation implementation; the mayor subsequently changed her vote to no, making the vote 6–1. The council unanimously approved the FY2027 internal audit plan from UHY, covering procurement, HR/payroll, grants, Measure A, and municipal utilities, with planned reporting on procurement compliance and hotline activity. No new procurement awards were identified in these discussions.
