The City of Redmond Committee of the Whole for Parks and Environment Sustainability met on October 27, 2026. The committee reviewed the park impact fee update, which uses consultant FCS’s work under a contract approved November 3, 2025. The proposed standards-based, 20-year method would align fees with park level-of-service measures and future capital plans; the only category identified as potentially increasing was single-family residential. The update is expected to return as part of the impact-fee omnibus package on November 17, with consent consideration planned for December 1; no approval vote occurred at this meeting. Council members also emphasized that future consultant fee studies should give council an opportunity to examine proposed methodologies and their alignment with city values.
Staff requested final contract closeout with Dixon Contracting and acceptance of the Old Firehouse Teen Center demolition, which finished about $50,000 under budget; the item was directed toward the November 2 consent agenda. For the replacement teen center, staff selected a design-build team following a process that received nine statements of qualifications and shortlisted three teams. Contract negotiations are forthcoming, with a preliminary contract expected at the November 17 meeting and possible consent approval December 1; no contract amount was stated. In other budget-related discussion, council asked staff to develop options and costs for a community bicycle element at Derby Days, noting prior event costs and a past $10,000 LTAC allocation toward a proposed criterium that did not proceed. The committee also discussed proposed 2027 pay-plan adjustments, but did not advance them, pending further review during budget deliberations.
