The City of Redmond City Council’s October 27, 2026 study session focused first on Human Services Commission recommendations for the 2027–28 budget, then on proposed budget enhancements and revenue options. The commission reviewed 121 applications through the 17-city Human Services Funding Collaborative; requests increased from $5.4 million in the prior cycle to $8.1 million. Its recommendations reflect priorities including housing and shelter, food and basic needs, behavioral health, and community-based services. Council discussed outcomes, equity, program costs, and nonprofit capacity. LifeWire’s survivor advocacy services were recommended for funding, while its housing stability program was not, in part because it had not spent much of its prior contracted allocation. No human-services awards were formally approved at this session; recommendations will be considered with the biennial budget.

The budget discussion covered proposed consultant and technology work, staffing, and economic-development initiatives, including a $415,000 citywide connectivity study, $100,000 for pre-approved accessory dwelling and middle-housing plans, and continuation of a $200,000 federal lobbyist contract. Council requested follow-up information on project scopes, costs, outcomes, and possible overlap with prior work; no related contracts or procurements were awarded. Council supported moving forward with an ordinance to retain locally an estimated $550,000 per year from an existing state-authorized sales tax, while requesting options for how to allocate the proceeds. A separate proposed 0.1% criminal-justice sales tax, estimated to generate about $5.5 million annually, drew questions about its regressive effects and service impacts; members requested additional information, and no decision was made. The only recorded formal vote was approval to extend the meeting.
