At its August 10, 2026 meeting, the Cascade School Board received updates on bond financing and capital-project procurement. The district reported that its general-obligation bond sale attracted more than $110 million in investor orders and generated approximately $2 million-plus in premium, for total proceeds of about $32 million. Officials said the proceeds must be used for voter-approved purposes and the projected bond levy remains at the promised level. The district is soliciting proposals for an owner’s representative; six firms attended, and the RFP remains open. Proposals will be independently scored against previously established criteria before a selection and award process, including a 10-day protest period. The district also has a request for bids for the K–2 roof at Almsville, with drainage work under consideration; no awards were made at this meeting. An owner’s representative is expected to assist with project oversight and financial tracking, and the district plans to form a seven-member community advisory committee to review bond spending and project alignment.
The board discussed budget pressures, including a site-account payment ending earlier than expected, an estimated $600,000–$800,000 shortfall from that change, flat grant funding, rising costs, and enrollment-related revenue uncertainty. Administrators are reviewing budgets and staffing in preparation for 2027–28. The board approved the 2026–27 nonresident-student tuition rate of $11,667 and passed a resolution approving the listed new-hire recommendations. It also approved the prior meeting minutes. No contract or bid award was approved.
