At its October 27, 2026 meeting, the City of Delray Beach Community Redevelopment Agency (CRA) advanced consideration of RH Development Group LLC’s unsolicited proposal to develop an Aldi grocery store on CRA-owned parcels in the Northwest 800 Block of West Atlantic Avenue. The board unanimously approved Resolution 2026-17 finding continued consideration of the proposal to be in the public interest, approved publication of the required finding report, and approved a property-disposal notice with a 60-day response period to allow other proposals. These actions do not finalize a contract or land transfer; staff would negotiate terms if no competing response is received. Board members raised questions about the value of the land contribution, a possible reverter to protect the property if it ceases to serve as a grocery store, and responsibility for environmental and infrastructure requirements. Staff said these matters remain for further review and negotiation. No contract award was made.

The CRA also discussed funding for the Northwest Neighborhood Infrastructure Project, estimated at roughly $117–120 million. Members supported staff beginning formal discussions with the City about revenue-bond financing, potentially around $80 million, with an estimated payment of about $6 million; no bond issuance was approved. In a separate update, board members supported increasing the commercial paint-and-signage assistance cap from $5,000 to $10,000. The residential Curb Appeal program’s increase from $15,000 to $25,000 per applicant is pending City Commission approval of an interlocal agreement. Staff reported program budgets of $500,000 for business assistance and $600,000 for Curb Appeal.
