Pittsburgh City Council’s regular meeting on October 27, 2026 included discussion of procurement oversight and several spending approvals. Council passed Bill 994, amending rules for contracts made through cooperative purchasing. Members cited more than $11 million in city cooperative-purchasing expenditures in the first half of 2026; the amendment was described as requiring weekly written notice to the clerk of purchases over $5,000, rather than the prior $30,000 threshold. Council also approved a $750,000, one-year agreement with the Pittsburgh Board of Public Education for meals in the 2026–27 food-service program. Technology purchases approved included two Windows 11-enabled PCs from OPEX Corporation for up to $11,470, an increase of $75,237.50 to a management-software services agreement (amended total stated as up to $26,930.42 over 10 years), and a one-time scanner and warranty purchase from Edox Technologies for up to $8,845.
New papers included a proposed Liberty Avenue/Main Street and Bloomfield Bridge intersection project with a grant contribution of up to $1,792,800, a city match of up to $537,840, and total project costs capped at $2,330,640, along with a PennDOT reimbursement agreement; these were introduced, not reported as finally approved at this meeting. Council also approved several capital-budget reallocations, while public speakers debated the mayor’s proposed 2027 budget, including proposed cuts to the Housing Opportunity Fund and Stop the Violence Fund and an increase to the police budget. No final action on that proposed budget was recorded.
