The August 17, 2026 Fiscal Oversight Committee meeting of Stream Palisades focused first on a potential bond issue. PFM presented scenarios for borrowing approximately $5.75 million. Members favored the “purple” scenario as a direction for further work: a level-payment structure using about $1 million in district reserves to offset initial costs, with no projected budget impact through 2029 and annual debt service of roughly $450,000 thereafter. This was a committee preference, not a final bond authorization. The committee directed staff to work with bond counsel on a parameters resolution for consideration at the September meeting; if approved then, the bonds could be priced in October. Members also requested five-year fund-balance projections comparing the borrowing scenarios and not borrowing.
The committee discussed change orders for the treatment-plant project, including Change Order No. 3 for about $8,500 to obtain an electrical panel from a different supplier after the original supplier’s lead time increased. Members questioned the contractor’s decision to proceed before receiving approval; the transcript does not establish a vote or final disposition on the change orders. A generator-related credit and other field changes were also discussed, alongside delays in the utility connection and plans for startup. Other fiscal items included requests for more project-spending tracking and information on proposed meal-price increases and staffing/transportation services. No other clear procurement award or bid approval was identified.
